I had to open the .sln file in notepad and delete the .dll reference tot he old project that I removed. I finally managed to track it down to an IIS Express issue. You cannot edit other posts. In my case I just re-added the missing project and all is well. –Mr. weblink

In "Installation Interview", I selected "No" for everything except "Do you want your users to be able to modify the installation location of your application" for simplicity.
